Finally, I forget if the forum said that output must be "ddraw" or if it just couldn't be "surface" and "ddraw" was one that worked. Then, I increased the window resolution to a little less than my screen height, then determined the width to maintain a 4:3 ratio. I'm unsure of how GOG loads SC2K, but if it's anything like Origin, it uses a DOSBox emulator to run the game. This might not be what you need, but this is how I solved a similar problem.
